Why UTC and not local time?

Because the roster is worldwide. A single local clock would be wrong for most of it, and shifting the curve per visitor would make the numbers uncomparable. Every country page carries its own peak hour, which is the number that actually helps.

How is this measured?

Every few minutes the public affiliate feeds of Chaturbate, Stripchat and BongaCams are queried and the rooms on air are counted. Samples are folded into hourly buckets; the figure shown is an hourly mean, not a peak. Nothing is estimated and nothing is modelled.
